Do I require a license in order to sell eliquids
According to gov.uk, retailers are not required by law to provide information about products sold unless they are producers. Before e-liquids and ecigarettes are sold, producers must provide information to the Medicines and Healthcare Products Regulatory Agency.
Six months must pass before the product can be sold in Britain. Products cannot be sold in the UK without being published on the submitted list. These requirements must be met by all retailers. This can be done by ensuring all products are notified the MHRA.

What regulations apply to e-liquids
On May 20, 2017, a new regulation was put in place for e-cigarettes. These are the rules that apply to e-liquids.
- E-liquids containing nicotine cannot be sold in larger quantities than 10ml
- Products that are child-resistant, tamperproof, or both must meet the requirements of the Child-resistant & Tamper-Proof Act.
- Some ingredients are not allowed, such as colors, caffeine, and taurine.
- Updated requirements for warnings and labeling
- Before e-cigarettes or e-liquids can be sold, the MHRA must be notified.
